HB-1420 “Colorado Healthcare Affordability & Sustainability” and HB-1421 “Allocate Additional FY 2016-17 General Fund Revenues” LPC Position – Support. 1420 would change the hospital provider fee (HPF) to an enterprise fund, removing it from the TABOR cap. 1421 would allocate the resulting additional revenue to transportation, K-12 education, and higher education. CAR had previously supported the Governor’s proposition to change the HPF, so the decision to support these bills complements that position.
HB-1400 “Protection Against Retaliation by Homeowner Association” LPC Position – Oppose. This bill is very similar to SB-82 which was postponed indefinitely earlier this session. It would prohibit a homeowners’ association or another person from retaliating or discriminating against a homeowner who files a complaint.
