On Feb. 19 the LPC voted to oppose HB-1228 “Ag Protection Water Right Transfer Mechanism” sponsored by Jeni Arndt (Fort Collins). The bill would authorize an owner of an agricultural water right to seek a change-in-use decree in water court to allow the transfer of up to 50 percent of the water for renewable one-year periods. The LPC said the bill could affect water rights and have unintended consequences.
Things are relatively slow in the legislature these days as the General Assembly waits for the March 2016 budget forecast. The Homeownership Opportunity Alliance (HOA), of which CAR is a member, is still working on its package of bills, including construction defects legislation. CAR’s Vice President for Public Policy, Ted Leighty, says a large stack of new bills will be introduced soon.
