The Colorado Association of REALTORS has joined a coalition in support of the Governor’s proposal to create a separate enterprise for the Hospital Provider Fee. (HPF). Since the HPF was created unintended consequences are now impacted the State’s budget because of the Tax Payer Bill of Rights (TABOR).
The HPF counts towards the TABOR cap and this has created a situation in which Colorado’s prosperity will lead to budget cuts. HPF revenues will trigger TABOR refunds instead of pushing revenue to transportation as authorized by SB-228 (2009). The Governor proposes making the HPF an enterprise fund to avoid this budget mess, but conservatives argue it is a way to weaken TABOR and oppose the idea.
