Berthoud’s attorney asked the Planning Commission to separate revisions to the Town’s GMA map from the Comprehensive Plan revisions until an Intergovernmental Agreement can be signed with Larimer County. Bell said the Town needed time to finish an acceptable agreement with the County to make sure “transitional” or overlapping areas of interest are identified.
No doubt the County being pressured by residents west of Town who are active in the Citizens for a Better Berthoud Campaign. Perhaps that is one reason why Berthoud hasn’t been able to finalize an IGA with the County. In any case, it’s probably better to continue moving forward with the Comp Plan revisions without embroiling it in the current annexation controversy. After the April 1 municipal election, the Town can move forward — hopefully without the acrimony that has characterized recent discussions.
