Joan Shaffer says she wants to serve a second term on City Council. Shaffer is known as an advocate for campaign finance reform who convinced voters to institute campaign finance limits in 2007 that ended LBAR’s ability to give meaningful contributions to City Council candidates.
She is also passionate about passenger rail and envisions a trail running from Fort Collins to Denver. Shaffer has indicated her future focus will be “citywide and planning for growth.”
Loveland Planning Commission member Carol Dowding has also announced her intent to seek the Ward 2 council seat. Candidates for City Council can pick up nominating petitions beginning on Aug. 6. The deadline to submit the petitions is Aug. 26.
